高等学校知识产权管理与保护工作分析

摘　　要：目的为高校制定知识产权管理机制提供建议,初步探讨我国科技评价机制方面存在的问题。方法对高校在知识产权管理与保护工作、科研管理模式、知识产权流失、科技评价机制等方面存在的问题进行了分析。结果我国科技评价机制在知识产权管理与保护、科研管理模式、科技评价方面缺乏规范、科学的管理制度,造成了知识产权流失,制约了高校科技创新的发展。结论我国亟待建立科学、规范的科技管理制度,提高国民的知识产权意识,以真正提高我国的科技创新能力。Objective To look into and analyse the defects of Chinese national science and technology （ST） evaluation system so as to provide comments for intellectual property rights （IPR） administration. Methods The problems existed, such as IPR protection and admintstration, research administration, loss of IPR, ST appraisal system, in colleges and universities were analyzed. Results Lack of standardized appraisal system, in our country, in terms of administration and protection of IPR, research administration, and ST evaluation resulted in loss of IPR and restricted the innovative development of ST in institutions of higher learning. Conclusion To set up a scientific and rational science and technology administration system is urgently needed in our country aiming at increasing the awareness of IPR in citizens and raising the ability of innovation in science and technology.
