摘　　要：城市脆弱性不仅表现为生态环境问题,还突出表现为严峻的社会问题,主要由自然和人为原因引起。它严重阻碍城市的发展与和谐社会的建设。应采取确保城市生态系统的稳定性、不断提高人与环境的和谐程度、积极营造良好的邻里关系、大力提高资源与能源的利用率等措施来确保城市的和谐发展。Urban vulnerability, mainly induced by both natural and human factors, is not only featured by the eco-environmental problems, but also by severe social challenges. It badly hinders the development of cities and the construction of a harmonious society. The following measures should be taken that： ensuring the stability of urban ecosystem, continuously promoting the harmony between human and nature, creating good relationships among neighbors, improving the usage efficiency of resources and energy, etc.
