摘　　要：合作基础、合作层次、合作机制和烟叶质量管理是制约工商联办烟叶基地健康发展的4个关键。商业企业要充分发挥“双主体”作用,努力实现3个“转变”,将烟叶质量控制目标转移到烟叶可用性和客户需求上来,将烟叶质量管理方式转移到目标管理与过程管理高度结合的轨道上来。The foundation, level, and mechanism of cooperation, and the tobacco leaf quality management are four key factors in the development of tobacco production bases cooperated by manufacturing and trading corporations. It is recommended that trading corporations should play roles as ＂two-subjects＂ and strive for ＂three-transformations＂, change their tobacco leaf quality control objectives to tobacco leaf usability and consumer＇s rexluirement, and their tobacco leaf quality management manners to an integrated system in which goal management and process management are fully combined.
