论政府经济职能存在的必要性与有限性

摘　　要：政府经济职能是政府传统的基本职能之一。在现代法治国家,政府经济职能建立在对市场失灵的认识与分析基础之上,市场的欠缺与不完全性为政府介入经济提供了正当性基础。但应该认识到的是,政府本身亦有其缺陷,与市场失灵一样,尚存在政府失灵,政府对市场的介入应坚持“补充性原则”,在政府职能与市场功能之间进行理性权自然力衡,实现有限政府与有为政府。Economic function is the traditional function of government. In modem legal country, govemment＇s economic function is set up on the understanding that the market has some defects . At the same time, we should realize the government also has its defect itself. It is the same not to work as the market. So the government should adhere to ＂ the supplementary principle ＂ to the involvement of the market, balance goverment function and market function, realize the ＂limited government＂ and the ＂promising government＂.
