摘　　要：政府信息故意失真是我国政府信息管理中的一个普遍而严重的问题,从行为科学看,一方面,政府官员所处的社会环境和生活状况造成了他进行政府信息故意失真的引力和压力,进而形成政府信息故意失真的动机;另一方面,我国政府制度和政府环境也为之提供了进行政府信息故意失真的客观条件,解决这一问题的根本出路在于实现政府信息的民主化管理。The intentional distortion of government information is a common and serious problem in government information management in China. From the viewpoint of behavior science, on the one hand, the social environment and living conditions of the government officials may result in the attractive force and the pressure that lead to their motivation to distort information intentionally; on the other hand, the government system and environment in China have also provided an objective condition for government information distortion. To resolve this problem, the only way out is to realize the democratic management of government information.
