摘　　要：遵循系统性、科学性、可比性、可操作性的原则,在与农业部、科技部建立的农业非营利科研机构评估指标体系的分析、比较基础上,研究建立省级农科院研究型和科技服务型机构评估指标体系及其评估方法与结果等,以科学地定位本单位的科技综合能力,从而采取正确、合理的科技创新发展战略。Based on the analysis on the evaluation system of non--profit institutes of scientific research established by the Ministry of Agriculture and Ministry of Science and Technology of China, this paper carries out a study on building an evaluation system and its method and result among institutes of agricultural sciences and services of province level so that correct and reseaonable strategies of scientific innovation and development could be adopted with reference to a scientific positioning of the comprehensive capacity of the institute.
