开展规划环境影响评价的若干问题探讨

摘　　要：目的为提高对规划环境影响评价的认识水平和实际操作能力,而探讨其评价机制。方法采用理论分析和综合比较相结合的方法。结果规划环境影响评价工作应注意的主要问题是处理好自我评价与第三方评价、早期介入、公众参与、多方案比较等;工作程序主要为确定发展目标和环境目标、现状调查与评价、识别与筛选、优化方案与综合防治、部门咨询及公众参与、政府决策等。结论规划环境影响评价最重要的就是找到一种比较合理的环境管理机制,构建综合决策的实际内容,形成政府审批、环境保护行政主管部门统一监督管理,有关部门对规划产生的环境影响负责,公众参与,共同保护环境的新机制。Aim In order to enhance the understanding level and practical handle ability of planning environment impact assessment, therefore, discuss its assessment mechanism. Methods Adopting the method of Combinning therotical analysis and comprehensive comparision. Results The main problems of planning environment impact assessment are to deal with relation between seff-assessment and third party assessment well, participate early and public participation as well as comparision among mutiple schemes etc; The job programme are to ascertain development targets and the environment target, current situation investigation and assessment, distinguishment and selection, optimize the schemes and integrated prevention and cure and branch consults, public participation as well as government decision-making etc. Conclusion The most important thing of planning environment impact assessment is to find out one kind of comparatively rational environmental management mechanism, structure the actual content of comprehensive policy decision, form the new mechanism which the government examines and approves, environmental protection administration department manages and supervises unified, the concerned department is to be responsible for the environmental effect that produced by planning, the public participation, protect the environment commonly.
