摘　　要：中国建立服务型政府的关键是培养公共管理者的服务精神,服务型政府及其服务精神的价值是研究公共管理者服务精神的重要内容。从探讨公共管理者的公共性入手,分析服务型政府及其服务精神,可以使我们对中国服务型政府的构建提供理论依据,对于我国的政府改革具有重要意义。The Key to set up the service - type government in China is to foster the service spirit of public administrators. It is the main contends to study the service spirit of the public administrators＇ for the service - type government and its service spirit. According to the discussion about Public quality Value of the public administrators＇ quality, the analysis of the service - type government can make us provide the theoretical basis, which is of importance for the governmental reform in our country.
