摘　　要：市场经济的深入,社会的发展,改变了政府和市场在国家事务、社会事务、公共事务中的角色和地位,市场的作用不断增强。与此同时,政府和市场二者的失灵问题及如何处理二者的关系问题也引起世人的关注。作为"公共"范畴的社会保障也正面临这种局面,对此加以研究无疑具有重要的理论和现实意义。Development of market-economy and society changes the role and station of government and market. Effect of market is increasing. Meanwhile, market-defeat and government-defeat and how to deal with relation-ship of the both, are paid attentions. Belonging to ＂Public＂, the social insurance is facing this situation. Therefore, studying the question is very import not only in theory, but also in practice.
