试论我国经济林生态补偿机制的建立

摘　　要：经济林是林业“三大效益”兼顾得最好的一类林种．当前,我国对经济林生态效益的认识还不够充分,经济林生态经营方式还处于探索阶段,迫切需要建立经济林生态补偿机制,以调整经济林生产中经济效益与生态效益的关系,促进经济林经营方式的根本转变,推行经济林生态经营策略．在分析经济林生态效益及其补偿现状的基础上,提出了建立经挤林生态补偿机制及其保障体系的原则和思路．Nonwood forest is the best kind of forests with ＂three benefits＂ （economic benefit, ecological benefit and social benefit）. Presently, people can＇t recognize the nonwood ecology benefit important correctly in China and its ecology management ways also is at a stage of exploration. So it is urgent to establish the ecology compensation system for nonwood forest in order to adjust the relation between economic benefit and ecological benefit, to promote the old ecology management ways change, and carry out the new ecology management strategies. Based on analysis on the nonwood forest ecological benefit and the present situation of ecology compensation, the principles and ideas about establishing the ecology compensation and guarranteeing system for nonwood forest are put forward.
