摘　　要：科技特派员制度由福建省南平首创,是解决目前农村基层科技力量不足与科技服务“缺位”的成功实践,是新时期解决“三农”问题的有益探索。但科技特派员制度毕竟是在农村科技体制不完善,“三农”问题比较突出的情况下采取的非常措施,为此,就福建省科技特派员制度运行现状,制度实施过程中的一些问题进行了分析,并就该制度的长效机制建设提出了对策建议。The system of sci-tech commissioners was established initially in Nanping City,Fujian Province, which was a successful practice to solve the shortage of rural science and technology services,and also was an useful exploration on problems of agriculture-rural area-farmer. It was a special measure in the circumstances of incomplete construction of agricultural sci-tech system and the severe problems of agriculture-rural area-farmer.So the paper has analysed the operating status and problem on the practice of the sci-tech commissioners system,some suggestions was put forward on establishing the long-term system mechanism of special sci-tech commissioners.
