摘　　要：分析当前护理人力资源短缺的原因,探讨护理人力资源开发与管理的对策。通过整合资源和优化流程等措施,建立优质、高效、低耗的护理人力资源管理的思路,达到实现人本管理、激发人员活力、提高护理质量、提升人力资本的价值、降低人力资源的投入成本的目的。The artical studied the countermeasures for exploitation and management of nursing human resources according to the cause analysis on present shortage of nursing human resources.By the way of arranging and combining resources, optimizing working process,to form the thinking of nursing human resources management with good quality,high efficiency and low consumption,and then to achieve the aim of fulfilling humanistic management,stimulating staff＇s vigor,improving nursing quality, raising the value of human capital and reducing the investment costs of human resources.
