摘　　要：论文全面分析了我国由计划经济过渡到市场经济所产生的市场经济的缺陷,阐述了社会主义市场经济条件下公共财政的职能,并根据秦皇岛市具体实际,从不同的角度,提出社会主义市场经济条件下秦皇岛市公共财政政策。The article carried out an overall analysis on the defects of market economy emerged during the transfer from planned economy to socialist market economy, and illustrated the functions of public finance under the situation of market economy. According to the practical situation, the public finance policies in Qinhuangdao city under the situation of socialist market economy were put forward from different angles.
