摘　　要：各级学校尤其是基层中小学普遍存在领导不重视体育、体育教学条件差、教师待遇低、体育课课外活动不严格执行、学生体质逐年下降等现象。问题产生的主要原因是法治不健全。学校体育是我国教育和体育的战略重点,应制定特别法律对各项基本制度和原则予以确立。学校体育法应将以前行之有效的制度和近些年来新的制度用法律形式肯定下来,并加强学校体育法律的宣传教育。Little attention paid to, bad teaching condition,low payment for the teachers,no strict execution of extra-curricular sports exercises and decreasing of students＇ physical condition were seen in schools especially in primary and middle schools. It was pointed out that no sound legislation was the main reason. School sports was crucial in education and sports in China. Therefore, special laws should be established. Meanwhile, sports laws should embrace the effective system used before and the new system used in recent years. The development of school sports law needed to be strengthened.
