摘　　要：S商店拆迁的典型案例,真实再现了城市拆迁中公民参与过度与利益表达受阻的双重困境,缺乏畅达互动的沟通机制是造成这些困境的主要原因。社会自治性组织的发展有助于摈弃政府与公民间"零和博弈"的思维模式,推动两者之间新型利益合作机制的形成,也能对城市拆迁决策中公民参与的发展起到程序性保障作用。大力培育和发展社会自治性组织,是破解城市拆迁决策过程中公民参与困境的基本路径。S shop,as a typical ease, demonstrates the dilemmas of urban house demolition decision completely. According to this case, the lack of communication mechanism is the main reason. While the development of social self - organization can help to discard the model of ＂ zero- sum garnet＇ between government and citizen, promote the interest -coordinated mechanism, and procedurally guarantee the development of civil participation. It has become more and more important to cultivate and develop some social self - government organizations which and breakthrough the dilemmas of civil participation in wrban house demolition decision.
