摘　　要：目的确立上海市残疾人“人人享有康复服务”评价指标体系中各指标的分值与三级指标的目标值。方法系统采用文献评阅、问卷调查、现场调查、专家咨询和Delphi法等定性和定量研究方法为评价指标确立分值和指标值。结果三轮专家咨询积极系数为100%、100%和92.3%;专家权威程度系数为0.84,专家协调系数为0.79和0.72。8个一级指标中,权重居前的社区康复、经费保障、组织网络和政策环境权重系数分别为0.1836、0.1781、0.1360和0.1274。结论本指标体系专家积极性高,权威性和协调性好,筛选出的指标权重为残疾人康复评价提供依据。Objective To create the target value of third-degree index and the weight coefficient of evaluation index system of rehabilitation service for all disabled in Shanghai. Methods Compositive quantitative and qualitative research methods, such as document analysis, Delphi method, questionnaire survey, specialist consultation were carried in the study. Results The enthusiasm coefficient of specialist in three times were 100%, 100% , 92.3% respectively, the degree of specialist authority was 0.84, the coordination coefficient of specialist for the first- and second-index were 0.79 and 0. 72 respectively. The weight of the more important firstdegree index namely community rehabilitation, outlay support, organization network and policy environment were 0. 1836, 0. 1781, 0. 1360 and 0. 1274. Conclusion The enthusiasm, authority and coordination of specialist of this evaluation index system are high. The index weight can offer evaluation basement.
