摘　　要：一、火灾损失统计的法律依据及目的 统计，是指用数字次数来反映社会经济现象的数量关系的一种事物。从词义上说，统计有三方面含义：①统计资料，即反映大量现象数量特微的数字资料；②指统计工作，即搜集整理分析和推断资料的工作；③指统计科学。Baud on tho coliocting, organizing and analyzing tho data on tho status quo, rogulation and churactoristics of fire, tho purposo of tho firo loss statistics is for know tho pattorning of tho fire starting and dovoloping, providing consuitativo rocommondations on tho improvomont of tho national fire control. As a conventional practice, all tho firo institutions, inciuding thou in tho USA, Russia, and Japan, should mastor data on fire loss. Thoroforo, tho fire loss statistics is tho foundation of tho national fire control, which is tho baso tho nation＇s macro fire control strategies aro built on.
