摘　　要：我国国有土地资源集约利用程度有待提高，经济结构存在不合理之处。促进城市土地资源优化配置．应从包括提高土地投入产出效率，以市场化方式促进国有土地资源向高附加值产业流动，突出产业结构升级与土地利用规划的导向作用，积极进行土地资源置换，改革和完善土地税收制度，充分挖掘城市地下空间潜力等方面着手，加强城市土地资源集约使用，促进节约型社会建设。The extensive usage of the urban land resource is as follows, the structural contradiction of land function and the industrial structure accordingly. To allocate the urban land resource intensively in the market economy, the government should upgrade the land output index, rent the land resource guided by the market force, emphasize the combination of industry upgrading and land function regulation, switch the land usage function in the urban and rural rear, mine the full usage of the land resource. To realize the national goal of energy-saving and environmentfriendless society, the above measures are necessary.
