摘　　要：文章在全国第一次提出对于产业集群升级要在链网互动的机制下进行。文章阐述了链网互动理论的理论依据和基础,指出仅仅嵌入全球价值链和依靠区域创新网络会使产业集群分别跌入全球价值链陷阱和网络陷阱,文章对链网互动的动力机制和优势进行了分析,并提出相关的政策建议。This article first points out that the mechanism of innovation network and the global value chain interaction is that of industrial clusters upgrading. This article points out the basis of the theory. If merely depending upon one of the theory of the region innovation net and the global value chain theory, industrial clusters fall into ＂the network trap＂ or ＂the value chain trap＂. This article points out the mechanism of net and chain interaction theory and the advantage of it. This article give some pieces of political advice.
