摘　　要：关注三农问题既要对农村的物价和财政支农支出给予强有力的监控,同时更要对农民收入和消费给予动态监控,从而为真正增加农民收入,繁荣农村市场创造条件。我们既要增加财政用于“三农”方面的转移支付,同时也要建立与健全农民社会保障体制;既要疏通农村剩余劳动力转移渠道,以提高农民非农收入的比重,也要建立、健全与完善农业保险制度,促进现代农业发展;既要增加农民收入预期,降低农民支出预期,更要以农业产业化为突破口,调整农业和农村经济结构,促进农村经济繁荣和农民增收。Pay attention to three dimensional rural issues not only strictly watch the rural general price and financial supports to agriculture, but also dy-namically watch the income and consumption of the farmer. Then we can trolly add the farmers＇ income and create the coaditlon of booming the nxral mar-ket. Consequently, we need to add the financial transfer payment of three dimensional rural issues, we should also perfect the social insurance system of the farmer; we need to dredge the channel of shifting the rural surplus labor in order to enhance the peasant＇s non-farm income, we should also improve the agricultural insurance system in order to promote the modem agriculture development; we need to increase the expected income and reduce the expected ex-penditure of farmers, we should alao adapt of agriculture and rural economic structure in order to promote the rural economy and farmers＇ income.
