摘　　要：就当前高等教育质量保证中出现的种种现象提出议论和观点,并引用外国的和中国香港地区的相关信息作为借鉴。论点包括:质量保证以内部为主;外部质量保证以合格评估为宜;外部质量保证运作以独立为本;质量标准以学习产出为重;被评学校以学位层次区分;政府应以认可、引领和服务为己任;质量管理以质量文化为魂;质量保证以国际经验为鉴等等。Comments and views are presented on the recent situation of quality assurance in higher education in China.Relevant information on quality assurance in other countries and Hong Kong Region is quoted as reference.The points of view include: internal quality assurance system—the main part of quality assurance system;yes/no decision—a reasonable result for external evaluation;independent operation—the basic nature of external quality assurance;learning outcomes—the major criterion for quality standards;degree level—the index for grouping of institutions of higher education for external evaluation;recognition,leadership and services—the key responsibilities of government;quality culture—he spirit of quality assurance;and international experience—the valuable reference for quality assurance.
