摘　　要：探讨了耕地储备的内涵,对新农村建设形势下耕地储备的意义及可行性进行了分析。归纳出耕地储备的三种形式：结构型储备、休耕型储备、开发型储备;提出了三种不同类型的耕地储备运行模式：政府主导的政府＋企业型、企业主导的政府＋企业型、政府支持的农户自愿型。围绕耕地价格评估、耕地储备数量、资金来源、期限设置、准入条件、储备后的投放利用及耕地保护、农地流转、农村社会保障、农地金融等方面论述了耕地储备的实施及其政策保障体系。This paper probes into the connotation of farmland reserve, analyses the meaning and feasibility of farmland reserve under the situation of new countryside construction, generalizes three models of farmland reserve., structure, fallow, and development, defines three types of running models of farmland reserve., government and enterprise dominated by the government, government and enterprise dominated by the enterprise, and peasantry freewill supported by the government. The paper also expounds the practice of farmland reverse and the policy guarantees system around farmland price accessment, the decision of appropriate reserve quantity, funds origin, period, admission conditions, reuse after reserve farmland preserve, farmland transference, social security and agricultural land finance.
