摘　　要：进入新世纪以来藏书发展政策在国外一些图书馆受到冷遇,其主要原因在于藏书发展政策没有及时反映信息环境的变化给藏书发展带来的影响。数字时代图书馆仍然需要制订藏书发展政策,而未来图书馆藏书发展政策的制订需要考虑数字资源可能涉及的设备、技术、知识产权及图书馆联盟等因素。In the early years of the twenty-first century, some libraries overseas are indifferent to the collection development policy. This should be mainly attributed to that the collection development policy is unable to reflect timely the influence which the change in the information circumstances brings to the collection development. Libraries in the digital environment still need the collection development policy. When libraries write the collection development policies in the future, it should include the consideration of various factors digital resources may refer to, such as requirement, technology, intellectual property and library consortia.
