摘　　要：德国近现代史上的三次军备控制实践在世界军备控制与裁军史上具有十分重要的地位和研究价值;要想使军备控制与裁军达到最初目的,需要严格的军备控制措施、国际合作、对被控制对象进行思想改造;仅仅依靠单纯的军备控制是解决不了复杂的国际安全问题的。The three experiences of arms control and disarmament in modern history of Germany have very important status and worthiness in World＇s arms control and disarmament history, severe arms control measures, international cooperation and ideology reconstruct to Germany are needed to achieve purposes of arms control and disarmament, the complicated problems of international security can＇t been resolved only by depending on single arms control measures.
