矿区土地复垦产业化模式研究

摘　　要：目前,我国矿区土地复垦工作进展缓慢,土地复垦率仅有10%左右,其根本的原因之一,在于目前我国仍未有一套完整科学的组织模式来管理土地复垦工作,土地复垦工作在管理、资金、机制等方面都没有理顺和健全。本文首先分析了土地复垦组织管理在责任主体、产权界限、复垦资金、复垦机制和生态功能等方面存在的问题,并提出土地系统、资金系统、社会系统和管理系统等土地复垦产业化的组织模式。在此基础上,分析了土地复垦产业化的组织结构和业务流程。最后,有针对性的提出土地复垦产业化的具体对策,对矿区土地复垦及生态恢复具有重要的现实意义。Today, the work of land reclamation moves forward slowly, the reclamation rate is only about 10%, one of the essential reasons is the lack of integrity and scientific organize model to manage the reclamation work. This paper analyses the problems in liability main body, bourn of the property right, capital, mechanismand economy function, and bring forwards the organize model which is made up of land, capital, society, and management system, and analysis the structure of organize and operation flow. Lastly we brings forwards the countermeasure of land reclamation industrialization, which is important for the land reclamation and economy resume.
