摘　　要：地级市本科院校的功能与使命,以及在管理体制,教师、学生构成上的独特性,决定了其提升办学水平和办学质量的关键是创新管理理念,建立以人才培养为根本的管理机制。The colleges of the prefecture-level cities have unique features in their functions, missions, management system, and the formation of teachers and students, which determined that the key to upgrade the teaching standard and quality is to innovate and to build the management system based on the talents＇ cultivation.
