水权制度探讨及北京市水权制度建设的思路

摘　　要：为了更好地建设我国水权制度,探讨了水权和水权制度的定义以及水权制度建设的意义,分析了我国水权制度建设的思路,以及在该思路指导下北京市水权制度建设的内容,提出建设水权制度的保障措施:完善法律法规;构建协商仲裁机制;理顺政府管理职能;加强政府执行力度;加强对水权相关问题的研究。It is emphasized that the key is to establish the national water right distribution regulation that makes clear the orientation and the context of the reform in the management system of water resources during the Eleventh Five-year Program of the Chinese Ministry of Water Resources.The concept of water right is summarized from the aspect of economics,and it concludes the owner system of water resources,the using system of water resources,the transferring system of water right and so on.The water right in the management system of water resources is analyzed.It is helpful to the establishment of water right system in Beijing.
