准公益性水利工程管理体制存在的问题分析

摘　　要：从准公益性水利工程的特性出发,分析了准公益性水利工程在管理体制上存在的问题,并从政府过分干预、资产界定不清、管理经费不足、相关政策不完备这些根本原因入手,提出完善准公益性水利工程管理体制的建议。Based on the characteristics of quasi-welfare water resources projects,the existing problems in their management are analyzed.Some suggestions on the management of quasi-welfare water resources projects are put forward through the analysis of the following reasons: government's over-management,illegible definition of assets,short management fund,incomplete policies,etc.
