摘　　要：以美国、英国和日本为例,分析了三国的部分政府科研机构在科研经费来源以及经费使用管理方面的现状,在此基础上对三国政府科研机构在经费管理各方面的经验进行了总结。This paper takes typical institutes for public research in USA, UK and Japan as the examples and makes an empirical study on their management on research funding and expenditures. On the basis of that, the paper summarizes some common characteristics of the above countries.
