摘　　要：选择贵州省具有代表性的集体林区锦屏县,采用参与式农村评估方法（PRA）,在对三个村、乡镇和县级有关部门和人员进行调查访问的基础上,分析研究了该县集体林区公益林在确权发证、森林分类区划、经营管理和森林生态效益补偿等方面存在的问题。就进一步做好确权发证工作,切实维护集体和农户权益,调整森林分类区划,兼顾生态和经济效益,实行森林分类经营,逐步实施生态补偿等问题提出相关建议。Jinping County of Guizhou Province is chosen the representative of the collective forest areas, by means of participatory rural appraisal methods （PRA）, and in the survey interviewed three in the village, township and county departments and personnel. Based on the them, the paper analyses the collective right to do certification, forest classification division, management and forest ecological benefits compensation and other aspects of the problems. And to do a better job right certification, effectively protect the collective rights and interests of farmers and to adjust forest division, the balance between ecological and economic benefits for forest classification management, gradual implementation of ecological compensation and other issues, it gives some of the relevant recommendations.
