关于加快三北地区农田防护林体系建设的思考

摘　　要：三北地区农田防护林体系建设取得了巨大成就,与1977年相比,2004年区内有林地面积增加了161%,森林覆盖率增加了5个多百分点。然而目前也面临着一些不容忽视的问题,建设任务艰巨,急待加快发展步伐。建议：加大政府资金投入和金融支持,明晰产权,创新机制,加强后续产业发展,强化科技支撑。Three North Shelterbelt Farmland system has achieved tremendous success. Compared with 1977, the forest area increased by 161% in 2004, with the forest coverage rate had increased by more than five percentage points. However, at present, there are some problems that should not be overlooked. Its tasks are arduous and urgent need to accelerate the pace of development. Proposals to increase government funding and financial support, and clarifying property rights, innovation mechanism, strengthen the follow-up industrial development, scientific and technological support.
