摘　　要：科学与技术的一体化、科技与社会的一体化和全球化的快速推进,使现代科技正成为最大的社会风险源。为了人类的生存和社会的发展,必须采取必要的措施,尽可能在更大的时空范围内对现代科技风险进行社会控制,以减少风险发生的频率和降低风险危害的程度:培养科技风险意识,强化科技风险管理;建构控制体系,采用技术、法律、道德等手段进行综合控制;建立科技风险评估机构,形成科技风险评价机制;加强国际合作,进行全球治理。With the progress of the untty ot science ana tecnnology,of science and technology,of technology and society and globalization, modern technology is becoming the greatest source of social risk. For the existence of human beings and social development, measures should be taken to control the risk to a great extent. To reduce risk frequency and risk degree, we must cultivate technological risk awareness, strengthen risk control, establish control system, exert a comprehensive way by technology, law, morality, and establish risk evaluation organization, form a system, strengthen international cooperation and carry on a global administration.
