摘　　要：构建社会主义和谐社会既给公安工作提出了新的更高要求,也赋予了公安机关更大责任和更重任务。"和谐公安"理念的提出正是回应现实需求与公安发展规律的优先选择,体现了新时期人民公安工作的重要特征。为此,公安系统必须以维护社会和自身的和谐为工作的目的和宗旨,从进一步提高"以人为本"的执法理念、深入推进"三基"工程建设和切实改进公安队伍的结构等方面着手,努力构建和谐的公安队伍和公安体系。Building a socialist harmonious society is the work of public security to a new and higher demands, also gives greater responsibility and more tasks to public security organs. ＂Harmonious public security＂ concept was proposed in response to the reality and the security needs of the development of priority, embodied in the new period of public security work of the important characteristics. To this end, the public security system must take maintaining social harmony and its own work as the object and purpose for further improving the ＂people-oriented＂ concept of law enforcement, boosting the construction of the ＂three bases＂ and conscientiously improving the structure of the police contingent, striving to build a harmonious public security force and the public security system.
