生态安全原则:三峡库区生态立法的基点

摘　　要：三峡库区生态安全极其重要,随着库区及其上游地区的发展,库区生态形势严峻。生态安全原则蕴含着环境公平价值和秩序安全原则。为切实解决生态环境问题,维护库区生态安全,首要的是以生态安全原则为指导思想完善库区生态立法,建立生态安全信息制度、生态安全监测制度、生态安全风险评价制度、生态安全风险预防制度、生态安全合作制度。With the development of the reservoir and its upriver areas of Three Gorges, the situations of eco - security of these areas become more and more severely. In order to solve problems of eco - environment and maintain the eco - security, it is imperative to establish the mechanism of eco - security information, the mechanism of eco - security monitoring, the mechanism of eco- security risk assessment, the mechanism of eco-seurity risk prevention as well as the mechanism of eco - security cooperation.
