摘　　要：从加快线桥设备现代化进程,改善维修手段,加快工务设备维修管理进程,加强工务部门职工技术业务培训,巩固与发展工务安全基础标准线建设等方面阐述了“九五”期间工务工作实现两个根本性转变的设想。The paper introduces the ideas on the realization of the two fundamental changes in railway permanent way in the period of the Ninth 5-Year-Plan in the respects of speeding up the modernization of the facilities of railway permanent way and bridges, improvements of maintenance and repair measures, speeding up the management progress of maintenance for permanent way facilities, strengthening the technical training for the staff and consolidating and developing the construction for safe standard tracks.
