摘　　要：为开发海洋经济，发展海上运输，加快海军现代化建设步伐，必须加速发展高性能船舶和水上高速客运。为此，本文提出了供有关决策层参考的几点政策性建议。In order to develop the transport at sea,exploit the marine resources,and promote modern construction of the Navy in China,it is necessary to speed up the development of high speed passenger transport at sea and quicken the tempo of developing high performance ships.From this point of view,the author gives some suggestions of Policy nature to policymaking departments for their reference.
