摘 要:基于可持续发展原理,针对水资源持续利用特点,建立了水资源多目标优化配置模型。该模型体现了公平、优先、高效和综合效益最大化原则,设置经济、社会和环境三方面的目标,研究了反映这些目标的各个参数的确定思路,并采用大系统分解协调理论和多目标决策原理对模型进行求解。经广西桂林市水资源优化配置多目标模型实证分析,该模型有助于提高经济效益和社会效益,注重生态环境的保护,同时验证了模型的有效性与实用性。In view of continuous utilization characteristic of water resource, this paper established multi-objective optimizing allocation model based on sustainable development principle. The model embodied the principle of fair, priority, high-efficiency and maximization of comprehensive economy benefit. It also set up three objectives for economy, society and environment, and researched the model parameters in them. Furthermore, the model has been resolved with the decomposition-coordination theory of large-seale system and multi-objective decision principle. With the example of its application in Guilin, it was good for enhancing economic and social benefit and ecological environment protection. The feasibility of proposed model has been illustrated as well.
