舟山:依托贸易促进海洋经济发展的新思考

摘　　要：国际贸易对于临港的舟山而言,应该成为拉动经济增长的一个强有力的发动机,但事实并非如此。文章从舟山贸易发展的历史状况、现状以及发展的优劣势加以分析,提出政府政策导向、人才引进、外贸企业培育、发展转口贸易及服务贸易,以及合理利用梯度转移、发挥产业集聚效应等发展对策,以期寻求舟山贸易发展途径。Zhoushan is in the harbor center. International trade should become an engine to enhance its economic development, but the reality actually is unsatisfying. By analyzing the historic and present situation of trade development in Zhoushan, and its possible superiority and inferiority, the paper comes up with some measures such as local government policies, human resources attraction, foreign trade enterprise cultivation, developing entrepot trade and service trade, and making use of gradient transfer and industrial cluster in the hope of enhancing trade development in Zboushan.
