摘　　要：武警地方保障性经费的支付一直是基于一种非常不完备的契约,因而在经费管理中存在着诸多问题,如交易成本高、败德风险大、使用效益差及苦乐不均等。要从根源上治理,就必须把目前的非常不完备契约转换为较少不完备契约。This paper analyses the payment that the local government provides to the CAPF is always based on an imperfect contract. There are many problems in administration of the outlay, such as the high bargaining cost and moral risks, the lower efficiency, the unfair in different units, and so on. To solve the problem completely, we must transform the much incomplete contract into a comparatively reasonable one.
