摘　　要：从动态经济系统视角提出产业集聚能力的概念．结合集群生命周期各阶段的特点及影响要素的系统分类，提出产业集聚能力识别的“三重螺旋”模型，构建包括资源状况、硬指标、软指标和市场特征等四个维度的评价指标体系．并对沈阳、大连、鞍山高新技术产业群的集聚能力进行综合评价。应以政府政策引导、合作网络建设和重点企业培养为主线培养产业集聚能力。In perspective of dynamic economic system, the concept of industrial clustering ability is defined. Considering the characteristic of lifecycle and systemic classification of influencing factors, ＂triple helix＂ model to identify clustering ability and evaluation index system is established. Furthermore, comprehensive evaluation about industrial clustering ability of Shenyang, Dalian and Anshan is carried on. Finally, cultivating methods are summarized including government guide, construction of cooperation network and cultivation of key firms.
