节约型城市建设的实施及保障体系研究

摘　　要：建设节约型城市的指导思想是树立和落实以人为本、全面协调可持续的科学发展观,坚持资源开发与节约并重,把节约放在首位的方针,尽快建立健全促进节约型城市建设的体制和机制,逐步完善节约型城市建设实施的关键环节和保障体系,促进经济社会可持续发展。文章从政策环境保障、资金保障、技术保障、社会环境保障四个方面研究了节约型城市建设实施的保障体系,在建设节约型城市过程中必须要注意资源节约、自主创新机制的建立、公众参与性。The direction of constructing resource - efficient city is to establishing scientific development view, to insist both exploitation and resource-efficiency, to put more attention on the latter, to establish related system and mechanism, to gradually improve the implement the guarantee system of resource- efficient city construction, and to accelerate persistent development of economy and society. This paper studies the guarantee of resource - efficient city construction from policy, capital, technology, and society point of views. It points out that resource- efficient, construction of independence innovation mechanism, and public participation are all important in the resource- efficient city construction.
