摘　　要：完善我国农村土地承包经营权制度的关键在于实现农地承包经营权的完全物权化和财产化,应采取措施实现土地承包经营权权能的法定化、期限的永久化,实现土地承包经营权的自主市场流转。同时应在农村进行户籍、社会保障等配套性的管理体制改革。The key of perfecting the managerial right system over rural contracted household land of our ountry lies in realizing complete real right and property-orientated right of contracted farmland management. The suggesting policies and measures include： Legalize the managerial right, perpetuate the time limit of the managerial right and realize independent market circulation and transfer of managerial right over rural contracted household land. And at the same time, reform the domicile register system, set up social security system in rural country.
