乡镇财政解困研究:基于基层政区改革的视角

摘　　要：乡镇财政困境成为近年来"三农"问题研究的热点,对此的破解思路也已有诸多探索。然而总体来说,多数学者将乡镇财政解困的研究视野锁定在乡镇财政体制机制上,忽视了乡镇财政体制与基层政区组织之间的逻辑关联与互动效应。文章试图通过理论分析、逻辑推理来指出基层政区改革是研究和破解乡镇财政困难的一个恰当视角,并进一步通过文献佐证和案例印证来证实通过基层政区改革来实现乡镇财政解困的科学性与合理性。For the past few years, the predicament of the village and town finance has become hotspots of ＂the issues concerning agriculture, countryside and farmers＂, many investigafious are conducted for the deciphement thought concerned. However, in the mass, for the purpose of helping the village and town finance out of trouble, most .scholars lock the re,arching scale onto its system and mechanism, while neglecting the logic relationship and interacting effect between the system of village and town finance and grass - root district organization. This paper attempts to paint out that the district reform is an appropriate scale for researching and deciphering the predicament of the village and town finance by theoretical analysis and logic reasoning, in addition, through taking the reference and cases ,as the evidence, verify the scientiftcalness and rationality of helping the village and town finance out of trouble by the grass - mot district reform, It is determined that public participation plays a significaut role in construction of commercial center at city level owing to its serving targets, functions, marketing orientation, industrial categories, industrial structure, spatial loeation, traffic, and facility establishments of constructing a commercial center at city level. Traditional planning mainly focuses on the location of the urban commercial center in macroeconomics zones, with few considerations on interests balancing among multiple groups, and suggestions from publics were often neglected. In this study, the role of public in constructing a commercial center in Xiamen was addressed based on the case of Fushan commercial center construction. The case study showed that interests from public should be fully taken into account in constructing a commercial center at city level, and guided by ＂Human Orientated＂ across the planning.
