摘　　要：不同统筹地区对经常处于流动就业状态的农民工养老保险关系的转入设置种种限制是促使农民工退保的一个主要原因。基于俱乐部经济理论对地方社区设置障碍的理性行为作了分析,进而提出消除这些障碍的方式——实现全国统筹分县区类别保障。Many areas of coordination establish various restrictions to refuse endowment insurance relation of peasantry labors whose jobs are in flowing state usually and it is one of main reasons for peasantry labors withdraw from their insurance. The text tries to analyze the rational actions which those areas set the obstacles according to the economic theory of club and puts forward some possible measures to eradicate the obstacles coordination in the whole country and guarantee according to the type of counties.
