摘　　要：新农村建设作为意义深远的社会变革过程,具有制度变迁的属性和特征。新农村建设以分配制度的变化为起点,涉及城乡各项制度的调整,并影响社会成员的利益格局关系。新农村建设适宜采用政府主导下强制和诱致相结合,渐近展开的制度变迁方式。As significance process of society reforms, building new-rural has attributes and characteristics of institutional transition. Building Newrural takes the change of distribution institution as the origination, relating adjustment to various institutions of city and rural area, and affecting structure of interests for members in society, Building new- rural is properly select the way of combining force with cause under the leading of government, and spreading out gradually.
