摘　　要：离岸金融市场建立和发展有赖于相关法律制度的保障。应根据我国及天津离岸金融业务现状特点,分析我国离岸金融市场法制建设所面临的问题,并就如何建立和完善我国离岸金融市场法制建设进行研究,是具现实意义的。The establishment and development of off- shore financial market depends on the establishment of related legal system. This article shows the present situation and characteristics of off- shore financial business in Tianjin and in China. Accordingly it analyzes the problems in off- shore financial business in the process of establishing law. This article also puts forward some measures and proposals on how to establish and improve off- shore financial laws.
