在高速增长中寻求健康发展——江苏城市化的理性选择

摘　　要：“十五”期间,江苏城市化年均增长超过1.7个百分点,城市化水平呈现高速增长态势,城市化快速发展中的负效应也在加剧。未来一段时期内,高速增长与城市化健康发展的矛盾将逐步显露出来。在处于较高城市化水平基础上,缓减高速增长与健康发展矛盾的核心在于立足“富民优先、科教优先、环保优先、节约优先”,走“区域协调型、城乡协调型、集中型、效益型”城市化道路。并以城市功能培育为基础,以规划为依据,促进江苏城市化快速健康发展。With the rapid urbanization of Jiangsu during the Tenth Five Plan the average urbanization rate per year increase more than 1.7, and more negative effect emerged. This paper argues that in the near future, the conflict will be strengthened between the rapid growth and healthy development. The key to relieve the conflict is to insist the priority of enriching people, priority of science and education, priority of environment protection and priority of conservation, to insist the urbanization development characterized by regional coordination, urban-rural coordination, concentration and efficiency. It proposes to accelerate the rapid and healthy development of Jiangsu＇s urbanization based on the urban function development and urban planning.
