略论廉政文化的特性和功能

摘　　要：正确认识和把握廉政文化的基本特性和功能,对于揭示廉政文化的深刻内涵,推动廉政文化建设持续健康发展,发挥其在反腐倡廉中的基础性作用,具有重要意义。从文化观和辨证思维的视角,可将廉政文化的基本特性概括为:丰富性与多样性、群众性与广泛性、延续性与选择性、开放性与融合性。从廉政文化的作用机理分析,廉政文化的主要功能是:认知功能、传播功能、教化功能、选择功能和创造功能。The proper understanding of the features and functions of the clean-governing culture is significant in revealing its connotation,promoting its healthy development,and assuring its primary play in the campaign of anti-corruption.From the cultural and dialectic perspective,the features include richness,multiplicity,popularity,extensity,continuity,selectivity,openness,and integrity,while from the perspective of its roles and mechanism,its functions include cognition,publicity,education,selectivity,and creativity.
