摘　　要：城市产业结构的系统相关性和开放性决定了创新型城市构建的系统性,创新型城市构建的关键在于形成城市创新精神,同时制度、人、组织、文化环境等多因素影响着创新型城市的形成。构建创新型城市需要科学定位城市的发展阶段,把创新能力培育与创新绩效相联系,同时注重城市间、城市与区域间的联合创新。Systematicness of Building Innovative City is decided by systemic correlativity and openness of urban industrial structure. The key point for building innovative city lies in the formation of the city innovation spirit, and the factors of institution, people, organization, culture atmosphere and all influence on the formation of innovative city. Building innovative city should scientific position the stage of city development, combine the cultivation of innovation ability with innovation performance, and lay stress on the Joint innovation between cities and between city and region.
