摘　　要：论述了上海生物制品研究所研发部通过加强组织管理,整合科技队伍,优化资源配置,突出研发重点,在加强管理创新,促进新生物制品成果转化方面进行的大量探索。This paper analyzed the experience on management of research and development by Division of Scientific Research in Shanghai Institute of Biological Products. We adopted the management measures of strengthening administration capacity of S＆T organization and collaboration, reinforcing the organization guidance, conformity of S＆T troops, optimizing S＆T resources collocation, strengthening administration aim and resource of scientific research, strengthening integration of S＆T advantages and promoting administration innovation of S＆T. All the practices can strengthen management innovation and Promote achievements transformation.
